The rules and regulations have been posted for member reference.
Approved by the Membership at the 2004 Annual Meeting

These rules have been established by our residents and the Board in past years. They are put in place to ensure the quality of life we have always maintained since our beginning in the early 1960's. We believe you will find these rules to be reasonable and fair to all involved.

A. Beaches and Park Area
  1. No structures shall be permitted that are inconsistent with its use as a natural park area.
  2. The beaches east and west of the clubhouse are to be kept open and clean. No storage of boats will be permitted.
B. Social Functions
  1. Houseguests of members will be permitted and welcome to attend social functions.
  2. Anyone who makes a reservation for a dinner or other function must cancel at least 24 hours in advance or pay the cost.
C. Landscape
  1. Shrubbery planted near intersecting roadways should be pruned to a height that permits good visibility for drivers.
  2. Residents must provide for upkeep of their yards during their absence.
  3. Absentee lot owners may pay the Corporation an annual fee to mow and maintain their lots in accordance with County regulations.
  4. Storage of garbage, trashcans, and other unsightly objects must be screened from the road.
  5. Lighting of open fires for burning trash is prohibited by state regulations. This does not include the use of gas, electric, or charcoal grills for non-commercial outdoor cooking.
D. Pets
  1. No pet shall be allowed to run loose off of the owner's property. All dogs off said property must be under restraint.
  2. The person in control shall pick up defecation by any pet off the owner's property.
  3. No animal will be allowed to remain outdoors when they make loud sounds disturbing to other residents.
  4. No pets will be allowed inside the fenced area of the swimming pool or in the clubhouse.
E. Firearms
The firing of rifles or pistols of any caliber is banned.  
F. Speed Limit
The speed limit is set at 25 miles per hour.
G. Parking of Boats or Sleep-in Vehicles
  1. Permanent Storage:
    Abide by County regulations.
  2. Visitors/Temporary:
    The board and the membership agree not to initiate action against a Member or a Member's guest(s) if he/she complies with the following conditions:
    A. The vehicle/boat must be parked on the premises of the host Member's home lot.
    B. The duration of the parking shall not exceed five (5) days without a special approval by the Board.
    C. There shall be no connections made to the vehicle/boat for electricity, water, or sewage.
    D. The operator of the vehicle/boat and his or her guests must abide by the Corporation rules and regulations.
H. Corporate Equipment
Clubhouse furnishings, including tables, chairs, kitchen equipment, etc., are for use within the Clubhouse only and are not to be loaned or rented for private use elsewhere.
I. Water-Use Restrictions
  1. The Corporation may place restrictions on watering of lawns that are more but not less restrictive than those imposed by St. John's River Water Management District (SJRWMD). Therefore, lots with even numbered addresses may water Tuesday, Thursday, and Sunday, and those with odd numbered addresses Monday, Wednesday, and Saturday. There will be no watering on Friday. For newly installed lawns, daily watering is permitted for the first 30 days.
  2. Any and all leaks are to be repaired promptly.
  3. No one is to open or use the system's blow-off valves.
  4. The SJRWMD may put additional restrictions on watering hours, washing of cars, and other uses of water, from time to time. When such restrictions are in effect, they will apply whether watering is done from the community water supply or from the lake, canal, or private well sources.
  5. All water bills are to be sent to the homeowner.
  6. Change of Ownership: When a homeowner sells their home, it is their responsibility to report the date of change of ownership to Utility Technicians to discontinue service in their name. The new owner must request that the water service be continued or resumed in their name and be charged the appropriate fees. If this request is not received timely, the water meter will be locked off by the Utility Chairperson until notified to turn the water on.
J. Corporate Facilities Use
Residents are responsible for the behavior of their guests as it pertains to the use of Corporation property.  
K. Fishing
  1. Fishing privileges from the Corporation property are restricted to residents and their guests. Their host or hostess must accompany guests.
  2. Fishing is NOT allowed in the swimming pool or aquarium canal.
 
L. Pool Area
The pool area is defined as the pool, deck, and lawn area within the fence line. The following rules apply:
  1. Children under 16 years of age may not use the pool unless supervised by an adult Member over 21 years of age.
  2. The pool closing time is 9 P.M. from April 1 to September 30, and 6 P.M. from October 1 to March 31.
  3. The clubhouse is not to be used as a dressing room. Persons wearing wet bathing suits are to stay off the furniture.
  4. No rough play or running.
  5. Alcoholic beverages and/or picnicking are not allowed, nor are glass containers.
  6. Usage is restricted to residents and their guests. Their host or hostess must accompany guests.
  7. Life-saving equipment is to be used for emergencies only.
  8. No bicycles. Motorcycles and scooters must be parked in the automobile parking area.
 
M. Fencing
The Board of Directors must approve all fences.
  1. A fence needed to restrain children or pets:
    A. Must be located entirely in the back yard.
    B. No fence may be erected so as to block access to existing easements.
    C. The fence shall be made of substantial and durable material with secure gate and latches.
    D. Any solid fence over four feet high is considered a "privacy or compound fence", and will not be approved.
  2. A fence used as part of a landscaping plan should be no higher than four feet.
 
N. Facilities
Members who are not in good standing may not be invited as guests to utilize the Corporation facilities.  
O. Garage, Yard, Moving, or Estate Sales
Sales under this heading are permitted subject to the following regulations:
  1. Each Member may have two (2) garage or yard sales each year to dispose of previously owned goods. Each sale will be concluded within two (2) consecutive days.
  2. Moving or estate sales, involving the majority of the Member's household possessions, may be conduced once and be concluded within five (5) consecutive days.
  3. Merchandise shall not be brought in from outside sources expressly for inclusion in the sale.
  4. Sales shall be conducted in accordance with other applicable Rules and Regulations of The Corporation.
  5. Nothing that is for sale or for storage can be parked on any properties maintained by the Springs Park Area, Inc.
 
P. Signs
Any and all signs advertising "For Sale, Rent, Garage, Yard, Moving, Estate Sales, etc.," shall be limited to:
  1. Only one sign per property.
  2. No signs allowed at the entrance to "The Springs" or along the streets.
 
Q. Enforcement
Enforcement of the Bylaws, Rules and Regulations shall conform to the following procedures:

First Offense - Verbal communication by a member of the Board.
Second Offense - Written notice of violation, with a reminder that compliance with the Bylaws, Rules, and Regulations is a necessary condition for membership eligibility.
Third Offense - Final notice in writing stating that any further violations will result in membership cancellation effective immediately after the next board meeting (exact meeting date specified).

Cancellation may be appealed either in person at the aforementioned meeting or in writing prior to that meeting. If there is no appeal, or if the Board denies the appeal, all privileges of membership will be immediately withdrawn.
